Delaware Water Gap National Recreation Area

A 70,000-acre federal park unit administered by the National Park Service, straddling the Delaware River for 40 miles between Pennsylvania and New Jersey. The Gap itself — where the Delaware River cuts through the Kittatinny Ridge — is one of the most-photographed Appalachian landforms. The NRA was authorized in 1965 from the failed Tocks Island Dam project, in which the Army Corps of Engineers had already condemned and razed thousands of homes; the dam was never built, and the cleared land became the park. The southeastern boundary of the Pocono bioregion.
What it is
DEWA is the largest federally-protected land unit in the mid-Atlantic. It runs 40 miles along the [[harrington-delaware|Delaware]] River from Stroudsburg, PA / Columbia, NJ northward to Port Jervis, NY. The river is the boundary between [[poconos|Pennsylvania]] and New Jersey through the entire NRA.

The Tocks Island story
DEWA exists because of one of the most consequential failed federal projects of the 20th century. From 1955 through 1975, the Army Corps of Engineers planned a 37-mile-long reservoir behind a 160-foot dam at Tocks Island. The Corps condemned and demolished some 600 farms and homes — nearly the entire Minisink Valley population was forced to leave. The dam was canceled in 1975 (geology, environmental cost, organized resistance, the new federal environmental-review framework), and the federal government already owned the cleared land. Congress designated the area a National Recreation Area in 1965 (in advance of dam authorization, originally to support the planned reservoir’s recreation pool); when the dam died, the NRA continued without it.
The story is part of the NRA’s interpretive program. It belongs in a 0mn1.one entry because it’s a clear case of where federal infrastructure decisions go differently than planned, the substrate sometimes wins.
